Act 73 (2025) and Act 170 (2026) are Vermont’s two major education reform laws. Among the initiatives proposed are establishing larger school districts, a new student funding model, a single statewide education tax rate, and setting up Cooperative Educational Service Areas (CESAs). These changes are scheduled to roll out over the next few years. Join us as Meagan Roy demystifies the Education Transformation process, what changes may mean for students with disabilities and how families can contribute input into the process.
